Born in 1980 in Baku, Rəşad Azizov holds a Bachelor’s and Master’s degree in Law from Baku State University. He later completed his postgraduate and doctoral studies at Saint Petersburg State University. In 2017, he defended his dissertation in Internet Law and was awarded the academic degree of Doctor of Law.
In 2022–2023, he pursued a Master’s degree at the Polytechnic University of Milan, specializing in the application of artificial intelligence in public administration. He is the author of 6 books, 2 monographs, and more than 30 scientific articles.
With over 20 years of experience in public service, Rəşad Azizov was awarded the “For Distinction in Public Service” medal in 2016. He has taught at various higher education institutions and served as the head of the “Azerbaijan Club of the Funny and Resourceful” from 2013 to 2020.
From 2023 to 2025, he worked as the Head of the Department for Creative Industries and Digital Development at the Ministry of Culture of the Republic of Azerbaijan, and since 2025, he has been serving as the Acting Director General of the Azerbaijan Film Agency.
He has actively participated in the development of several key projects and regulatory legal acts related to digital transformation in the cultural sector and the development of creative industries.
